Black Mountain Parks: On-going commitment to restoration and resiliency
Since Hurricane Helene hit Western North Carolina in September 2024, communities like Black Mountain have been working diligently to restore natural spaces for the enjoyment of locals and visitors as well as bolster infrastructure to help reduce future flooding impacts.
Volunteers at Veterans Park, 2025
Today the Town of Black Mountain announced it was awarded $1,650,000 through the North Carolina Department of Environmental Quality Flood Resiliency Blueprint Program to advance a major flood mitigation and green infrastructure project at Veterans Park. The project supports flood risk reduction, ecological restoration, and long-term resilience within the French Broad River Basin.
“This investment represents an important step toward protecting residents, public facilities, and natural resources from future flooding,” said Jessica Trotman, Assistant Town Manager for the Town of Black Mountain. “Veterans Park has long been recognized as a critical area for flood mitigation, and this project will allow us to move forward with solutions that work with nature while strengthening community resilience.”

More about the Flood Resiliency Blueprint Program and Veterans Park in Black Mountain
(from the Town of Black Mountain press release) The Flood Resiliency Blueprint Program is a statewide initiative led by the North Carolina Department of Environmental Quality to strategically reduce flood risk across North Carolina’s river basins through data-driven planning and implementation of high-impact projects.
The Veterans Park project in Black Mountain aligns with basin-wide priorities for reducing flood risk, improving water quality, and supporting ecological health in the French Broad River watershed. The project includes multiple elements from the Town’s adopted stormwater master plan. Funding will be used to implement floodplain restoration, wetland enhancement, and nature-based infrastructure designed to reduce flooding impacts while improving environmental conditions and community amenities. Construction timelines and additional project details will be shared as the project moves into the implementation phase.
